To consider how the Garden State might prepare for another downturn, a group of graduate students at the Rutgers Bloustein School of Planning and Public Policy compared the experiences of New Jersey before, during, and after the Great Recession to those of five other states with similar characteristics. We learned that each state used a unique combination of tools, and some did more to plan and prepare for crises than others, which lessened the impact of the recession.
