The small borough of Highlands, NJ had requested that Rutgers examine the many problems and concerns it faced as a result of the severe impacts from Hurricane Sandy. Over a span of fifteen weeks the students in this class were tasked with the responsibility of creating an urban design and redevelopment plan, with a focus on a ‘study area’ encompassing the “Valley to Vets” section of downtown Highlands — from Valley Street to South Street and from Shore Drive to the waterfront.
