Opinion: Finding a bi-state path to build Gateway tunnel

For a study to be credible, it must be compiled by an outfit acceptable to both states, Amtrak and to Congress – such as the Edward J. Bloustein School of Planning and Public Policy at Rutgers University. It has to measure economic factors like added tax revenues from all sources and employment growth in New York and in cities and suburbs along the Northeast Corridor for at least two centuries. After all, at least one more century will be added to the useful life of the existing 105-year-old tunnel once it is fully overhauled, as it needs to be. And the new tunnel will serve for two centuries, at least.
