New storm: Foreclosures rise for Sandy victims

Sandy and its effect on housing has saddled the state with an additional economic burden, an unwelcome ingredient in New Jersey’s already weak recovery from the national recession, said James Hughes, dean at the Edward J. Bloustein School of Planning and Public Policy at Rutgers University.
