The Bloustein School educates a select pool of students, preparing them for both public and private sector careers, teaching and research professions and service at all levels of government.
The Bloustein School provides students a unique opportunity to pursue their passion for public service and research and offers bachelor degrees in five major fields. The school also offers eight minor programs. With an undergraduate population of approximately 900 students, the Bloustein School is small enough to offer students individual academic support and the focus of a professional school, but large enough for students to enjoy all the benefits, resources, and opportunities of a leading public research university.

Transferring from Outside of Rutgers
U.S. and International Students
Transfer Course Preparation and Pre-Transfer Advising
The Bloustein School undergraduate majors have prerequisite courses that must be completed or in progress when the student applies to Rutgers.
- New Jersey Community College (NJCC) Students: Refer to the NJ Transfer website for recommended coursework, course equivalencies, and a pre-evaluation of course credits and transcript evaluations. When using the NJ Transfer website, select “Rutgers-Edward Bloustein Sch of Planning & Policy” as the ‘Transfer To’ Institution.
- Out of State Students and In-State Four-Year Students: Credit is granted for courses taken at accredited colleges and institutions if they are the equivalent of Rutgers courses and a grade of at least a C has been earned.
- International Students: If your university transcript is in a language other than English, please have your international college transcript(s) evaluated by a NACES-approved translation service such as World Education Services (WES) so the Bloustein School may begin your transfer credit evaluation.

- Pre-Transfer Advising: The Bloustein School offers prospective students the opportunity to meet with an advisor to discuss academic programs, admissions criteria, application process, transfer credits, and more. Interested students should contact ugadmissions@ejb.rutgers.edu to schedule an appointment.
Transfer Requirements
- Students must complete the prerequisite courses for their desired program of studywith grades of C or better, as well as, achieve a minimum 2.500 cumulative grade point average, and at least 30 degree credits.
- If you are completing an Associate of Arts (AA) or an Associate of Science (AS) degree from a New Jersey community college, a maximum of 60 credits is fully transferable and the Bloustein General Education Requirements are waived per the New Jersey State Wide Agreement. An associate’s degree is not required for transfer, but highly recommended. For students who completed an Associate of Applied Science (AAS), we will accept up to 25 technical credits. However, a full 60 credits may not transfer. Also, the Bloustein School General Education Requirements are not waived.
- Students must submit all the credentials requiredfor the transfer application by the due dates listed.
Transfer Application
- To Apply: Students must submit the online Rutgers Application on the Rutgers Undergraduate Admissions The university does not have published deadlines, but rather due dates in which to submit all required credentials. Please see here.
- Transcripts: Students can upload an unofficial transcript with their Rutgers Application. However, an official transcript is required prior to the start of the semester of enrollment.
- Application Inquiries:Transfer applications to the Bloustein School are processed by Rutgers Undergraduate Admissions. Most information regarding the application can be found on their website. Your application status can be found in your student portal. For additional inquiries about your application, please contact the Office of Undergraduate Admissions
- International Students:Apply via the online Rutgers Application as well. For inquiries: International students should contact RUInternational@admissions.rutgers.edu.
Transfer Credits and Course Evaluation
- Transfer Evaluations: The Bloustein School is unique in that we provide a transfer credit evaluation after a student has been admitted and prior to enrollment. We believe students should have the necessary information to make the best decisions for their academic journey. Transer After you enroll, and we receive your official transcripts, we can fully approve your initial transfer credit evaluation.
- Transfer Credits: In general, credits are granted for courses taken at accredited colleges and universities if they are the equivalent of courses offered by Rutgers University and a grade of at least a “C” has been earned. Up to 60 degree credits can transfer from two-year college. Up to 90 degree credits can transfer from another four-year college or university. The maximum combined number of transfer credits between a two-year and four-year school is 90.
- New Jersey Community College(NJCC) Students: Refer to the NJ Transfer website to confirm course equivalencies on your Transfer Summary Report (TSR). Select “Rutgers-Edward Bloustein Sch of Planning & Policy” as the ‘Transfer To’ Institution.

School-to-School Transfer
Transfer Preparation and Information
- We highly recommend students schedule a pre-advising appointment prior to submitting an application to ensure they are taking the appropriate pathway for their academic goals. Be aware that school-specific scholarships and awards will not transfer with you.
- Note: Credits completed at Rutgers remain on your Rutgers transcript. Only courses taken outside of Rutgers are re-evaluated during the transfer process.
- The Bloustein School undergraduate majors have prerequisite courses that must be completed with grades of C or better, or in progress when the student applies. If a prerequisite is in progress, the final grade is required to process the application.
- New Brunswick Students: School-to-school transfer to the Bloustein School is an option for all students, except those enrolled in the School of Arts and Sciences (SAS). All Bloustein majors are available to SAS students. School of Environmental and Biological Sciences (SEBS) students may transfer to the Bloustein School for all major programs, except the Public Health major.
- Camden and Newark Students: The Bloustein School majors are not available to students at Rutgers-Camden and Rutgers-Newark. Interested students will need to transfer to the New Brunswick campus, either to the Bloustein School or the School of Arts and Sciences (option for those who do not meet the direct admissions criteria).

Transfer Requirements

- All prerequisite courses need a final grade before applications can be processed.
Transfer Application
- To Apply: Students must submit the online School to School Transfer Application.
- The application period for Fall/Septemberadmission is February 1st – August 1st.
- The application period for Spring/January admission is October 1st – January 2nd.
- Application Inquiries:The applications are reviewed by the school’s Office of Student and Academic Services. For questions regarding your application, please contact us at ugadmissions@ejb.rutgers.edu.
Re-enrolling Students
- Students who interrupt their enrollment at Rutgers for one academic term or more must apply for re-enrollment by completing the application form through the Office of Undergraduate Admissions.
- Re-enrollment applicants are required to submit official transcripts from all educational institutions attended since last enrolled at Rutgers. Students who are re-enrolling are not required to pay an application fee.
- Students must submit the online Re-Enrollment Application. The online application is open from October 1st to January 3rd for springand from February 1st to August 1st for fall.
- Note: Former students who were academically dismissed from the Edward J. Bloustein School of Planning and Public Policy may not be readmitted if it appears unlikely that the applicant will be able to raise his or her cumulative grade-point average to the level required for graduation (2.000). Under no circumstances is a former student readmitted if he or she has been dismissed more than once from the school for academic or disciplinary reasons.
