Julia Sass Rubin, a Rutgers University professor, said that Christie’s use of $6,599 per pupil doesn’t properly take the state’s full special education costs and other key programs into account. Rubin said that using a more realistic number — less than $5,000 per student, she believes — would cut down on the number of school districts that would get a funding increase.
