Where Have All the Construction Workers Gone?

… only about 100,000 to 150,000 dislocated workers—people who have lost their job and are unlikely to return to that occupation—receive retraining from federal funding each year, according to Carl Van Horn, the director of the Heldrich Center for Workforce Development.
