Alumnus Discusses Iowa Health and Wellness Plan

Bloustein alumnus Aaron Todd MPP ’07 recently played a key role in the expansion of Medicaid in Iowa.  He was the lead negotiator for the Iowa State Senate as the two Houses of the Iowa legislature hammered out an innovative program — the Iowa Health and Wellness Plan will utilize an approach that hasn’t yet been tried in other states. Persons with incomes up to 100% of the federal poverty level will enroll in a program that is administered by state government, while persons with incomes between 101% and 133% of the federal poverty level will purchase a plan on the state’s insurance marketplace and the premiums will be paid in full by the state.
